The setting is the world of Robert Jordan’s Wheel of Time series. In the world of the Wheel of Time only women can use magic, since men invariably go mad sooner or later. Since having madmen running around levelling cities with magic is generally a bad thing, the female magic users, called Aes Sedai, hunt these men down. This is a fantasy setting, so if possible the set shouldn’t be too modern looking (no microwaves or tv visible and the like). The author himself described the setting as 16/17th century level of development but without gunpowder. I’m not sure what’s possible in this regard though.

The movie shows some magic of decapitation and beheading.
